Step E criteria

Dedicated cleaners are the last intervention in the sequence and the most expensive. A studio reaches this conversation only after it has a Coordinator, wages at market, and expanded hours that still have not closed the gap. Four conditions have to hold at once. Each one removes studios that a cheaper intervention would fix.

A high wage marketSupport team recruitment at minimum wage is structurally difficult. Raising pay will not solve what the labor market itself will not supply.
180 or more daily visitsThe cleaning load is continuous rather than periodic. Volume at this level does not fit into gaps between classes.
The studio is profitableThis is the highest cost line in the sequence. A studio that cannot carry it does not qualify regardless of how stretched its team is.
25 or fewer SET members todayA studio at 30 members needs 9 more people, not a cleaning contract. Above 25 the gap closes through hiring. Below 25, in an expensive market at high traffic, it does not.
55 studios meet all four conditions. All sit in Tier 1 or Tier 2. Attendance runs 181 to 402 with a median of 227. Support team headcount runs 1 to 25, median 14. Median gap to the standard is 25 members.

None are at step E today. No studio has worked through wage and hour adjustment yet. These are flagged so the investment can be scoped in advance rather than under pressure later.
